Kinlay Dorjee is the first elected Mayor of Thimphu, Bhutan. Since entering office he has embarked on a number of sustainability projects, including an overhaul of household waste recycling systems. Prior to this, Mayor Dorjee was the General Manager of the Bhutan Power Corporation. In February 2013, he endorsed a Behaviour Change Communication (BCC) Strategy to improve urban sanitation and hygiene for Thimphu City.

Regional Executive Committee
The Regional Executive Committee (REXCom) is the regional representation of ICLEI Members in South Asia. REXCom members will be called upon to drive, promote and represent their portfolios on behalf of ICLEI South Asia.
As Vice-president of the Municipal Association of Nepal (since 2001) and Mayor of Dhulikhel (since 2017), Ashok Byanju is committed to promoting better urban planning and biodiversity throughout Nepal. He is convinced that preserving biodiversity will have a positive impact on sustainability in South Asia, since it will encourage the conservation of natural resources like soil and water. ICLEI- Local Governments for Sustainability seeks to build an international policy environment that strengthens local government and supports local sustainability. To facilitate this, ICLEI coordinates local government representation in several UN organizations. Our contributions in the form of side events, publications, verbal interventions and official background papers have been a consistent, major source of international attention to local initiatives and opportunities to enhance sustainability.

ICLEI helps strengthen the capacity of local government officials and leaders to drive a process of change towards sustainable development. ICLEI’s Global Capacity Centre (formerly the International Training Centre) organizes seminars, workshops, and conferences, and offers distance training, study tours, and exchange programs. Regular conferences focused on capacity building and exchange take place globally and regionally.
ICLEI South Asia offers local governments a range of services that support training and capacity building on a number of topics such as carbon emission inventorisation, vulnerability assessment, resilience strategy development, integrated water management, holistic waste management, urban mobility and local biodiversity planning. These trainings are sometimes included in programmes and projects, but could also be designed as stand-alone initiatives.
Conferences organized by ICLEI South Asia also provide opportunities for peer exchanges and capacity building, such as the Asia LEDS Partnership Forums and the Resilient Cities Asia Pacific Congresses.
Technical and consulting services, as well as event organization, are provided on a contract basis, in a variety of areas including:
- Surveys, best practices identification and documentation, methodological research, and other studies;
- Development of pilot and demonstration projects;
- Fee-for-service technical consulting in key management areas relevant to local government.
